The incident first came to light when vision of Elford spraying the Steeden circulated on Sunday morning. Less than 24 hours later, new footage emerged revealing Dunn engaging in the same tactic during the second period of extra time. Dunn’s actions didn’t go unnoticed, with on-field referee Todd Smith expressing clear frustration over the ploy.

Although altering the condition of the ball isn’t technically against the rules, the NRL took swift action. On Friday, both clubs were slapped with $10,000 fines and issued breach notices. Furthermore, the trainers were handed two-match bans, with one match suspended. The league cited the behavior as a violation of the defined roles of trainers during matches.

“During the match, trainers from both clubs were observed squirting liquid onto the football prior to kick restarts of play, in contravention of the NRL rules,” the NRL stated. The league has since issued a reminder to all clubs about the limitations of a trainer’s role on game day.

Both Penrith and North Queensland have five days to respond to the sanctions. While the Panthers have a bye this weekend, the Cowboys are set to face the Sea Eagles on Saturday afternoon.
